The Arlington Theatre defines the 1300 block of State Street, but why isn’t it part of the pedestrian mall that ends so close by?

Remember, it was included originally, then what happened? And how do we turn it back into the ultimate anchor to Santa Barbara’s glorious pedestrian mall?
